Why Perth retaining walls are different

Most of Perth sits on the Swan Coastal Plain, and most of it is sand. Closer to the coast, suburbs on the Spearwood dunes have yellow to brown sand over limestone; further inland, the Bassendean dunes are pale grey to white quartz sand. Sand drains fast and is easy to dig, but it has no cohesion: cut into a sandy slope and it simply runs. That is why so many Perth blocks, especially in new estates, are stepped with retaining walls between lots and why limestone became the default local material.

Towards the Darling Scarp, in places such as Byford and Armadale, you can strike clay instead. Geotechnical guidance for the Perth metro area notes the Guildford Formation clays can be moisture-reactive, from slightly to highly reactive, so walls there are often designed differently and site testing matters more. Whatever the soil, the two things that cause most Perth retaining walls to fail are the same: the wall was not designed for the load it carries (a driveway, a pool or a house slab above it) and water was allowed to build up behind it. Ask any quote how drainage and footings are handled.

Limestone, concrete sleeper or block?

All three are good choices when built properly. Limestone suits the traditional Perth streetscape and performs well on sandy ground. Concrete sleepers give a slim, modern wall that takes up less of your yard and is usually quick to build. Core-filled block is the choice for taller, heavily loaded walls where an engineer specifies reinforcement. Timber sleepers are still sold for low garden edging, but they have a much shorter life, and some councils will not accept them for walls on or near a boundary. The City of Kwinana’s retaining wall information note, for example, says timber sleepers will not be regarded as suitable for walls on or adjacent to a lot boundary.

What does a retaining wall cost in Perth?

Permits in WA, in brief

Under the Building Regulations 2012 (WA), a retaining wall does not need a building permit only if it retains no more than 0.5 m of ground, is not associated with other building work or with protecting the neighbour’s land, and does not affect neighbouring land in the ways covered by sections 76 to 79 of the Building Act 2011. In practice, that means most walls over 0.5 m need a building permit from your local council, and many need an engineer’s design. Separately, the R-Codes control how high and how close to a boundary fill and retaining can go before planning approval is needed. Boundary walls and neighbours

Generally, in WA, whoever changes the level of the land, by cutting or filling, is responsible for retaining it. The Dividing Fences Act 1961 deals with dividing fences, not retaining walls, so fence cost-sharing rules do not automatically apply to the wall under the fence. Where a boundary retaining wall sits wholly or partly on the boundary and needs repair, the Building Act 2011 (s89) says each owner contributes equally unless otherwise agreed. Talk to your neighbour early, and get advice if you can’t agree.

Does my retaining wall need council approval?

Who pays for a retaining wall between neighbours?

How long do retaining walls last?

Published Perth guides put limestone at 50 years plus and concrete sleeper walls at around 30 to 50 years when built with proper footings and drainage, compared with roughly 10 to 15 years for timber sleepers.

Can I build a retaining wall on the boundary?

Councils generally expect retaining walls to be built wholly within the lot being altered, footings included, unless neighbours agree in writing to an encroachment (using form BA20, the notice and request for consent to encroach). Some councils, such as the Shire of Serpentine Jarrahdale, say walls must not straddle boundaries.
